Add all participants to the wheel. For each person, spin the wheel privately to assign their recipient — make sure they see their own result but not others. Remove assigned recipients as you go to avoid duplicates.
If someone spins themselves, just spin again for them. Remove their name from the wheel options first to prevent that.
